with civil society partners in each country, desktop and field research
including interviews, focus groups and expert roundtables are
conducted to thoroughly test the Scorecard Methodology results across a wide
spectrum of exerts and users. The resulting Scorecards are
completely vetted and include recommendations for advocacy and
improvements to the property market system in these countries.
primary goal of Scorecard projects is to provide the proven and
tested steps necessary to move from simply providing property rights
towards more effective markets where those rights can be leveraged to
create economic freedom.
